The ground crew will reply "copy" if successful. And of course airfield needs to be in your coalition. See chucks guide page 36 for button location:

Ground crew would respond, but then nothing would happen. Changing to the correct channel fixed it. I plugged in an ext keyboard and neither keyboard would let me enter f8 as a key in the controls. You go to ground crew, then rearm/refuel. Depending on the plane, you may not be able to rearm while the engines are running.
