Infernape was at the time an improved Blaziken and both overshadowed Emboar. Then you have Torterra and Empoleon bringing unique type combinations to the table. WebPanpour is a solid choice, considering the lack of Water Pokemon and natural Boiling Water. Pansage isn't a bad choice, though everyone else gets Grass Knot. Still makes a good choice ingame. Pansear is the worst of the three, without a good Fire attack for a while and just plain being overshadowed by Darmanitan.
