It's a carbon Specialized Stem, and the steerer is carbon too. Torque the top cap to 3-4 nm If it becomes harder to turn the stem on the steering tube, the top cap did not bottom out and you have enough space to adjust the headset correctly. All is good, adjust the headset like normal.

網頁I gave my bike to a shop to have them cut the steerer tube and put everything back together. According to Cannondale, there must be no spacer on top of the stem and the gap has to be 2-3mm.
